Large block trades in Petrol shares have returned to the spotlight on the Ljubljana Stock Exchange, even as Slovenia’s largest energy company faces mounting pressure from fuel-price regulation and weaker operating results.
A transaction worth more than €466,000 was recorded on September 22, when Mladen Dvornik purchased Petrol shares, according to Slovenian media reports. A few days later, another investor bought 10,000 shares in a transaction valued at approximately €600,000.
The deals follow purchases by businessman Izet Rastoder, who reportedly invested more than €4.5 million in Petrol shares during September. The transactions have attracted attention because they took place while the company’s share price was under pressure.

Petrol’s operating outlook remains challenging. In an October 8 profit warning, the company highlighted losses from fuel sales in Slovenia and regulatory restrictions affecting its Croatian business. Petrol said losses from selling petroleum products in Slovenia reached €27.5 million in March alone, with the impact proving impossible to offset fully during the first half of 2026.
The company has repeatedly argued that regulated fuel prices and margins make it difficult to respond quickly to changes in international energy markets. Its financial performance is also exposed to geopolitical developments, fuel demand and the cost of supplying its retail network.
Large share purchases can signal investor confidence, but they do not establish that a stock is undervalued or that a recovery is imminent. Block trades may reflect individual investment strategies, portfolio adjustments or expectations that differ from those of the broader market.
For investors following Petrol, the key factors remain the company’s earnings outlook, regulatory negotiations in Slovenia and Croatia, and its ability to restore profitability in fuel retailing. The next financial disclosures should help clarify whether recent buying activity is being matched by improving business fundamentals.
