Slovenia secured €366 million in fresh financing from the European Investment Bank Group in 2025, with funds directed toward transport infrastructure, small-business lending and green-growth initiatives, highlighting stronger European backing for the country’s economic modernization.
The total marked a 15% increase from 2024 levels, according to the European Investment Bank, reflecting rising investment momentum in Slovenia as the country seeks to improve competitiveness, logistics and climate resilience. Over the past five years, total EIB Group financing for Slovenia has exceeded €1.4 billion. (Brussels Times)
One of the largest projects was a €120 million loan to state motorway operator DARS for a bypass near Novo Mesto. The project is intended to improve traffic flow, strengthen road safety and support trade links near the Croatian border. Better transport corridors are considered strategically important for Slovenia’s export-oriented economy. (Brussels Times)
Business financing was another major pillar of the package. The EIB also provided a €100 million guarantee to UniCredit Banka Slovenija to support lending for mid-sized companies and growth projects across the country. Easier access to capital could help firms expand investment, hiring and productivity during a period of slower European growth. (Evropska investicijska banka)
The European Investment Fund, part of the EIB Group, contributed €139 million focused on SMEs, startups and innovation. A key vehicle remains the €220 million Slovene Growth Equity Investment Programme, co-funded with SID Banka, which supports early-stage ventures, technology transfer and succession financing. Officials also said advisory support was provided for flood-risk management, climate adaptation and sustainable transport and energy planning. That reflects increasing emphasis across Europe on combining infrastructure spending with resilience and environmental priorities. (Brussels Times)
For Slovenia, the financing package may matter beyond headline numbers. If deployed efficiently, it could improve long-term productivity, strengthen regional connectivity and help domestic firms scale faster in a more competitive EU market.
